As there isn't a fixed solution for this error, sometimes the application can't read DVDs because they are scratched or because of a program error. On the support forums it's recommended that the users need to re-install the application and check its behavior. Since this is a hardware-related application, you can find updates using HP Support.

Use HP Support and identify the model of your laptop, then select the proper operating system that is running on your laptop, and scroll download software or CD/DVD category. From that location you can download all the necessary software updates for your product.

My HP DVD Play is not responding on Administrator mode. Only my Windows Media is opening. What can I do to open it?

In order to fix the issue, remove the software from your computer (Control Panel > Uninstall a program), run a registry cleaner to make sure that there are no leftover registry keys in your system and install it again. If it doesn't help, check Software Informer database for an alternative solution.
